The secret presuppositions of phosphorus catastrophe which happened in the Lvov oblast have become known now. The Security Service of Ukraine (SSU) was warning the Transport and Communications Ministry about probable catastrophes one month before the accident happened with the train with yellow phosphorus. ”Delo” newspaper number 120 (410) of July, 19 reports about it making a reference to the police brief of SSU about situation in transport sphere according to the results of SSU investigation. “Delo” reports this police brief was sent to the Presidential Secretariat and the Cabinet of Ministers one month ago. But neither Transport Ministry nor “Ukrzaliznytza” reacted on SSU brief. According to the text of police brief, 56 percents of railway basic funds are already worn out. The degree of rolling-stock wear is 68 percents and modernization of this branch is being financed at 30-40 percents out of the sum which is needed. Besides, SSU officials consider purges in “Ukrzaliznytza” leaded to low responsibility of authorities and officials in this company. Over 175,000 failures including poor quality of trains’ repair and conditions of tracks maintenance were found during 2006. According to SSU unknown official, after the President had examined police brief data, he ordered the government to improve situation in the transport sphere. But since that time nothing had changed greatly.SSU authorities suppose these factors are the main leads of frequent accidents on railway including accidents on the Lvov railway. The Transport Ministry officials recognize really basic funds are worn out. Reporters recognized at the meeting for transport safety railway basic funds are worn out at 50-80 percents. But they need a great deal of money for modernization of this sphere. In spite of this fact, the number of traffic railway accidents reduced by several thousands per year in comparison with 90s years. According to press-secretary at the Transport Ministry Victoria Butenko, since the beginning of this year over 1,200 km of permanent way have been repaired. “It is twice more than during the same period last year”, he noted. Besides, the Transport Ministry authorities state they increased the plan for railway cars purchase by 25 times. They also introduced licensing and certification procedure at transport, “Gazeta po-kievski” reports.
